Mumbai: The Indian rupee opened on a cautious note and fell 28 paise to 71.35 against the US dollar in early trade on Thursday amid rising crude oil prices and unabated foreign fund outflows. Forex traders said weak opening in domestic equities and rising demand for the US dollar vis-a-vis other currencies overseas also weighed on the domestic currency. At the Interbank Foreign Exchange, the rupee opened at 71.22 then fell to 71.35 against the US dollar, showing a decline of 28 paise over its previous closing. Foreign institutional investors (FIIs) remained net sellers in the capital markets, pulling out Rs 1,298.56 crore on Tuesday, as per provisional data. Domestic bourses opened on a negative note on Thursday with benchmark indices Sensex trading 112.27 points down at 38,193.14 and Nifty lower by 43 points at 11,316.90. The dollar index, which gauges the greenback’s strength against a basket of six currencies, rose by 0.02 per cent to 99.04. The 10-year government bond yield was at 6.62 per cent in morning trade.
New Delhi: Union Home Minister Amit Shah said on Thursday Article 370 of the Constitution was a roadblock for the development of Jammu and Kashmir and the journey of progress in the region began with the launch of the Delhi-Katra Vande Bharat Express train.Accompanied by Railway Minister Piyush Goyal, Union ministers Jitendra Singh and Harsh Vardhan, Shah flagged off the train from the New Delhi railway station. The ministers said the twin moves of the government — abrogation of Article 370 in Jammu and Kashmir and launch of the Vande Bharat Express — will bring new India to a new Jammu and Kashmir and create a new history for the region. Remembering Mahatma Gandhi on his 150th birth anniversary (on October 2), Shah said Gandhi gave a philosophy to the world about how to derive simple solutions to the biggest of problems. He expressed pride in saying that the Vande Bharat Express was totally “swadeshi” and at par with the latest rail transport technology across the world. “The railways should document its relationship with Mahatma Gandhi as it forms a significant episode in the country’s freedom struggle,” Shah said. The Vande Bharat Express will cut the travel time between Delhi and Katra to eight hours from the previous 12 hours. The New Delhi-Katra Vande Bharat Express (train number 22439) will depart from the New Delhi railway station at 6 am to reach Katra at 2 pm. En route, it will halt at Ambala Cantonment, Ludhiana and Jammu Tawi for two minutes each. On the return journey the same day, the Katra-New Delhi Vande Bharat Express (train number 22440) will leave from the Katra railway station at 3 pm to reach New Delhi at 11 pm. The train, also known as Train 18, will ply on all days of the week barring Tuesday. “The abrogation of Article 370 has connected the people of the country to Jammu and Kashmir and I believe that this train will become the symbol of the development and progress that this region will see in the years to come because of this brave move by the government,” Goyal said.
New Delhi: More than 600 prisoners were released from jails across India this week under a “special remission” plan as part of Mahatma Gandhi’s 150th birth anniversary celebrations, officials said on Friday. With the release of 611 prisoners on October 2, the total number of prisoners freed as part of the plan has gone up to 2,035 in the last one year. Prisoners, including politicians, who have been convicted in cases of murder, rape or corruption were not released under the special remission. Also Read – Personal life needs to be respected: Cong on reports of Rahul’s visit abroad On July 18, 2018, the Union Cabinet chaired by Prime Minister Narendra Modi decided that special remission to specific category of prisoners should be given and they be released from prisons in three phases on October 2, 2018, April 6, 2019 and October 2, 2019. Officials in the Union Home Ministry said this was part of the commemoration of Gandhi’s 150th birth anniversary. In the first phase, on October 2 last year, states and Union Territories (UTs) released 919 prisoners. In the second phase, on April 6 this year, 505 prisoners were released. On Wednesday, in the third phase, 611 prisoners were freed from jails, they said. They were also advised to take the prisoners to a statue of the Mahatma for garlanding and gift them books relating to the father of the nation, officials said. Women convicts aged 55 and above and male convicts of 60 years or more, who have completed half of their sentence, and a few other categories of prisoners came under the amnesty scheme. Transgender convicts of 55 years of age and above, who have completed half of their actual sentence period, without counting the period of general remission earned by them, physically challenged or disabled convicts with 70 per cent disability and more, duly certified by a medical board, who have completed half of their actual sentence period were eligible for release. However, the special remission was not granted to persons convicted for an offence for which the sentence is death penalty or where death sentence has been commuted to life imprisonment. The other categories of prisoners who were not considered for amnesty include persons convicted for an offence for which punishment of death has been specified as one of the punishments, persons convicted for an offence for which punishment of life imprisonment has been specified as one of the punishments. Those convicted under the Prevention of Corruption Act, The Terrorist and Disruptive Activities (Prevention) Act, 1985 (TADA), The Prevention of Terrorism Act, 2002 (POTA), Unlawful Activities (Prevention) Act, 1967 (UAPA), The Protection of Children from Sexual Offences Act, 2012 (POCSO), Prevention of Money Laundering Act, 2002, Foreign Exchange Management Act, 1999 (FEMA), Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Act, 2015 were also not released.
Mumbai: Allaying fears of any threat to the banking system, Reserve Bank governor Shaktikanta Das on Friday asked the public not to panic as the entire banking system, including cooperative ones, continue to remain sound and stable. Das also said in the wake of the crisis at Punjab & Maharashtra Cooperative (PMC) Bank, the RBI is reviewing the existing regulatory framework for cooperative banks and will discuss the matter with the government. Also Read – Commercial vehicle sales to remain subdued in current fiscal: IcraThe statement assumes importance as PMC is the 24th cooperative bank to be placed under RBI administrators in 2019 and there are many regulatory and administrative gaps in the system as the states have a big say in their matters. Also, there is political interference in their functioning. Urban cooperative banks are registered as cooperative societies either with the State Cooperative Societies Act or the Multi-State Cooperative Societies Act, 2002 and are regulated and supervised by the Registrar of Cooperative Societies of the respective states or by the Central Registrar of Cooperative Societies. Also Read – Ashok Leyland stock tanks over 5 pc as co plans to suspend production for up to 15 daysThe RBI regulates and supervises only the banking functions of the urban cooperatives and carries out on-site inspections and off-site surveillance on them and also issues directions and operational instructions to protect the interest of the depositors. “So far as the RBI is concerned, I would like to make it very clear that our banking sector remains sound and stable and there is no reason for any unnecessary panic,” Das told reporters at the customary post-policy presser. He said sometimes unnecessary rumours can create panic and urged the public to not to pay attention to them. On September 23, RBI had put a slew of restrictions on PMC after finding financial irregularities and under-reporting of loans given to the bankrupt real estate developer HDIL. Das claimed that RBI acted very swiftly and promptly, when the issue was brought to its notice. The RBI superseded the previous management and appointed administrator at the urban cooperative bank. It also revised the withdrawal limit from Rs an initial amount of Rs 1,000 per depositors to Rs 10,000 and very recently to Rs 25,000 per account. However, it can be noted that the scam and underreporting at PMC was on for the past several years and RBI’s own annual inspections did not find anything amiss all these years and the action came only after a board member blew the lid over on September 17. The governor also assured that RBI would not allow any cooperative bank to collapse. “One incident cannot be and should not be used to generalise the health of the cooperative banking sector,” he emphasised. Das said the RBI is also reviewing the regulatory framework of cooperative banks. “Based on our review, we will take a fresh look at the regulatory framework of the cooperative banks. If any changes are required, we will take up with the matter with the government,” he said. As per the confession made by the suspended managing director of PMC Bank Joy Thomas, the bank kept maintained its loans to HDIL-as much as over 73 percent of its book or Rs 6,500 crore of the Rs 8,880 crore assets, as standard even when the bankrupt real estate company was defaulting on repayments from the past two-three years. Asked why was RBI, which carries out annual inspection of all cooperative banks, was not able to identify the problems all these years, all Das said was that all aspects of PMC is being looked into. “Since the matter is under the investigation of the EOW, I would not like to go into any further now,” he said. On whether the deposit insurance cover should be enhanced from the present Rs 1 lakh, deputy governor NS Vishwanathan said there has been a demand for the same but no decision has been taken yet. “There has been a demand in the past as well but to the extent of deposit insurance cover, there are many elements that get into it as to how much percentage of deposits should get covered and how many percentage of depositors should be covered. Though there have been studies on the topic no final decision has been taken,” he said. Stating that RBI is monitoring the top 50 NBFCs and HFCs, he said, “RBI will endeavour to ensure that we do not encounter failure of another large systematically important NBFC. With that objective we are monitoring them.”
New Delhi: Hailing the standardisation of Bureau of Indian Standard (BIS), Union Consumer Affairs Minister Ram Vilas Paswan on Friday said that bullet-resistant jackets manufactured according to the national BIS standards are safer, lighter, 50 per cent cheaper and even being exported.The formulation of the BIS standard on the bullet-resistant jacket has placed India in the select league of nations like the US, UK and Germany who have their own national standard. This jacket is of the best quality in the world and is also lighter in weight which is convenient for our jawans. Prices of these jackets are 50 per cent lower and as a result, more exports are taking place,” Paswan said adding that there is a demand of 3.5 lakh such jackets. “This jacket is better in all parameters. It is of best quality in has (sic) better safety mechanism. It is lightweight as well as cheaper by 50 per cent,” he added. These jackets have a weight in the range of 5.5 kg to 10 kg, almost half than the other jacket and also have a quick-release system. Prices are around Rs 70,000 per piece. The BIS standard, which has been formulated on the direction of Home Ministry and Niti Aayog prescribes the minimum performance requirements of bullet resistance jackets for protection against small arms and ammunition.
New Delhi: Chief Minister Arvind Kejriwal on Saturday floated a campaign to make Delhi pothole-free, by launching a mobile phone application that will help survey the roads.The campaign, which is being managed by the Public Works Department (PWD) under the Delhi Government, gathered a lot of traction as 50 MLAs, along with PWD engineers, took part in road surveys. The MLAs on round uploaded pictures of the ongoing work. During the inspection, photographs of the pits and broken roads found at Chatterjee Place, Shakti Vihar, and Mithapur Road were sent to the PWD department and orders were issued to repair the roads with immediate effect. Other areas surveyed include Greater Kailash, Tilak Nagar, Jangpura and Karol Bagh. The MLAs will click pictures of the potholes and other damages to upload it in the app with other details and locations. All the damages will be repaired immediately.” A total of 1,897 reports have been filed with the PWD through the app, which can only be accessed by the MLAs. However, the maximum number, 1,181, of reports were related to roads being uneven, and not of potholes. The total number of potholes was 583, while 133 reports were filed about cases where the damages in the roads were caused by other departments. Starting on Saturday, the campaign covered different areas of Delhi. “Even though a small percentage of Delhi’s roads are under the Delhi government, lakhs of vehicles make use of them. This is the first time roads are being inspected on such a large scale,” tweeted Kejriwal. Applauding the effort, Kejriwal said this is the first time, such a unique campaign has been launched.
New Delhi: Attacking Chief Minister Arvind Kejriwal for his remarks on the NRC, senior BJP leader Prakash Javadekar has said the people understand that the exercise is very important as no country can allow illegal infiltrators to stay, and asserted that his party will repeat the success of Lok Sabha polls in Delhi Assembly election. Last month, Kejriwal had said if the National Register of Citizens (NRC) is implemented in Delhi, it is the BJP city unit president Manoj Tiwari who will have to leave the national capital first. This is the understanding of the Delhi chief minister. But it is not what people understand, they know that no country allows illegal infiltrators to stay. He said Home Minister Amit Shah has already made it clear that the Citizenship Amendment Bill will be passed. The bill lapsed after the term of the previous Lok Sabha ended in May but was not introduced in the Budget Session in July. Javadekar alleged the Aam Aadmi Party’s strategy revolves around lies and taking credit for others work, and said the BJP will get a “huge mandate” in Delhi assembly elections, due early next year. After its resounding victory in May 2014 in all seven Lok Sabha seats in Delhi, the BJP could not repeat it in the assembly polls and got just three seats out of 70. “This time it (BJP repeating its 2019 Lok Sabha polls performance in the Delhi state assembly elections) will happen, the Union Minister said replying to a query . In the 2019 Lok Sabha polls, the BJP won all seven seats garnering nearly 56 per cent of the total votes polled, while the AAP was relegated to the third position. We are winning Delhi, and that too with a huge margin, Javadekar added. Asked whether the BJP will name its chief ministerial candidate in Delhi, he said the party has not declared any face yet and that it is a matter related to poll strategy. He did not elaborate on whether the party plans to name anyone. “It’s state specific. We have announced in Maharashtra and Haryana. So, somewhere we announce, somewhere we do not announce. It is not because they (Devendra Fadnavis and M L Khattar) are incumbent, but because it is strategy. Strategy should not be confused with policy, he said. Responding to a question on whether there will be any change in the Delhi unit leadership before the polls, Javadekar said the focus of the party is to win the assembly election and it is preparing for it. We have organisational polls and the timetable is declared. Currently we are preparing for (Assembly) elections. Where is this question of replacing (Tiwari). there is a system of (organisational) election in our party. “The new president comes through election. We do not remove anyone. The responsibility keeps changing from one to the other. Does that mean removal, he said.
